About Dr. Millsaps
Dr. Linda S. Millsaps is the Floyd County Administrator.
Dr. Millsaps’ background is primarily in government and nonprofit management. Previous to coming to Floyd, she has served as Executive Director for multiple nonprofits, been head of policy research for the North Carolina Association of Counties, COO/Deputy Secretary of the North Carolina Department of Revenue and COO of a private housing firm.
She has been drawn consistently to the Appalachian mountains and has worked in North Carolina, West Virginia, and Virginia. In all these roles she has had involvement in budgeting, taxation, public policy, policy implementation review, management, leadership, and grant writing.
Dr. Millsaps also taught at Duke University and UNC-Chapel Hill.
Dr. Millsaps and her family love trail hiking, outdoor events, and jazz. Dr. Millsaps holds a BS from the American University, an MPP from Harvard University, and a Ph.D. from West Virginia University.
